Reauthorization Campaign and Special Election
Every four years, the Midtown Community Benefits District must be reauthorized by Baltimore City to continue providing clean, green and safety services across it’s 144 blocks. Traditionally, this approval happens through a City Council vote, but in 2025, amid speculation about Midtown’s performance and leadership, City Council declined to advance the measure. That decision triggered a full district-wide vote by property owners to determine whether Midtown would continue operating — putting its very existence on the line.

Unified branding, messaging, and logistics were developed to communicate with transparency. Volunteers were mobilized and provided resources and materials to answer the urgent call.

The campaign secured an 83% “YES” vote, ensuring Midtown’s renewal and reestablishing its value to residents. The effort rebuilt confidence and strengthened the organization’s foundation for long-term success.

Campaign collateral included cohesive signage, mailers, door hangers, and window posters designed for clarity, visibility, and brand consistency across the project. Social media campaigns and weekly emails were created to compliment the design and keep public informed on additional information, deadlines, etc.

Coordinated efforts among Midtown’s staff and board, the Office of the Comptroller, and neighborhood association on outreach, messaging, and ballot delivery—fostering cooperation across a wide range of volunteers.
